Fiscal Impact/Change to Net County Cost:  This two-year agreement is for the NTE amount of $500,000.
 
Background:
Consultant Selection:  In late 2007, the County's Procurement and Contracts Office released an RFQ for the Department for a variety of transportation related disciplines. Based on the results of that RFQ, Dowling Associates is the #1 firm in the specialty categories of Traffic Operations Functions and Planning Studies and Reports.
 
The Department notified the County Procurement and Contracts Office of this proposed professional services agreement.  On March 5, 2008, that Office responded, affirming that a competitive selection process was conducted in accordance with Board of Supervisor's Policy C-16, Section 7.5, that the time period for that process has not expired, and that it verified with the outside reviewer that the consultant is qualified and able to perform the services in accordance with Section 7.10 of the same Policy.
 
Justification:  This as-needed professional services contract will be used to augment Department staff to enable the advancement of priority projects. Traffic Engineering and travel demand modeling is a specialty discipline not found in County classifications.  The Department does not have Traffic Engineering staff in-house to perform this work.
 
In accordance with the Feasibility Analysis, the Department is not required to notify an employee association regarding this Agreement.
 
Recommended Actions:
1.  That the Board finds pursuant to Article II, Section 210 b (6) of the El Dorado County Charter that there are specialty skills required for the work performed under this Agreement that are not expressly identified in County classifications, and that the ongoing aggregate of the work performed under this Agreement is not sufficient to warrant the addition of permanent staff.
2.  That the Board approves Professional Services Agreement #AGMT 08-1661 with Dowling Associates, Inc. for a term of two (2) years in the Not-to-Exceed amount of $500,000.00.
 
Reason for Recommendation: The consultant will provide as-needed traffic engineering, transportation planning, and development review support services.  Tasks shall include: traffic modeling for multiple interchange projects within the U.S. Highway 50 Corridor and ensure coordination with Caltrans and other consultants; support Department Staff in the development of the County's Traffic Model.
 
Action to be taken following Board approval:
1.  The Department will forward one fully-executed original agreement document to the Consultant.
