(ESP) increasing compensation by $23,447.45 to $77,537.45 and extending the term one additional year through May 2, 2009 for preparation of a final wetlands delineation, a Biological Assessment (BA), and a Natural Environment Study (NES) for the Sacramento Placerville Transportation Corridor (SPTC) Bike Path Project from Missouri Flat Road to Forni Road, contingent upon approval by County Counsel and Risk Management.

Background:
On May 5, 2007, the Department of General Services entered into an agreement with Environmental Stewardship and Planning to provide specific environmental services on the SPTC Class 1 Bike Path project from Missouri Flat Road to Forni Road. The contract amount was $43,750.00 and was approved under the authority of the Purchasing Agent.
On March 4, 2008, Agenda Item #11, the Board approved Contract Amendment I, increasing the compensation by $10,340, for a total not to exceed contract amount to $54,090. Contract Amendment I added environmental permitting services for the project.
Reason for Recommendation: This project has federal (Transportation Enhancement) funding associated with it and therefore requires National Environmental Policy Act (NEPA) review and approval. The NEPA review includes prepration of a Natural Environment Study and a Biological Assessment (BA). The NES and the BA were not included as part of the original scope of work as
the project lacked sufficient funding to complete these activities. Additional funding has been secured, through the Bicycle Transportation Account, to cover costs associated with the preparation of the NES and BA. In order to maintain the critical path project schedule, and not jepordaize the $1,100,000 of federal funding, work has begun on the BA and NES, prior to this amendment being in place. A one year time extension, to the agreement with Environmental Stewardship & Planning, is also requested, as the current contract expired on May 1, 2008.
Action to be taken following Board approval: Once County Counsel and Risk Management approve the amendment, the Board Chairman will sign three (3) copies Amendment II to Agreement No. 708-S0710 with Environmental Stewardship and Planning and Board Clerk will forward same to General Services for administrative processing.
