Fiscal Impact/Change to Net County Cost: No Change.  The Agreement is funded by California Department of Social Services allocation with no required County match.
 
Background: The County received funding in the form of two grants from the California Department of Social Services for the Child Abuse Prevention, Intervention and Treatment (CAPIT) and Promoting Safe and Stable Families (PSSF) Programs in 2006.  Funding of these two grants was initially contingent on obtaining a subrecipient to provide child abuse prevention, intervention, and treatment services under the CAPIT and PSSF Programs.  
 
In May of 2006, the Procurement and Contracts Division issued a competitive Request for Proposals for the provision of the services described hereinabove.  An evaluation team comprised of County Human Services personnel and staff from the Child Abuse Prevention Council reviewed the proposal responses.  On June 20, 2006, item #24, your Board awarded the subject RFP to New Morning Youth and Family Services.  On October 17, 2006, the Board executed Agreement 202-S0711 with New Morning Youth and Family Services to act as subrecipient for the provision of the specified services on an "as requested" basis for clients of the Department of Human Services, Social Services Division during the term of October 17, 2006 through June 30, 2007.  On December 5, 2006, the Board executed Amendment I to amend the Scope of Services, Term, and Compensation for Services in order to consent to Contractor's request that the Agreement be made retroactive to July 1, 2006 to allow for payment for services Contractor provided between July 1, 2006 and October 17, 2006.  On January 30, 2007, the Board executed Amendment II to amend the Scope of Service and Compensation to allow for the addition and expenditure of new Child Welfare Services Outcome Improvement Project (CWSOIP) State funds for the provision of Differential Response Program Services, a component of PSSF services.  Article IV-Program Monitoring and Statistical Reporting was added in order to comply with Path II Differential Reporting Responsibilities as they applied to CWSOIP requirements.  On July 17, 2007, the Board executed Amendment III to extend the term to December 31, 2007 and increase the total compensation by $74,488 for a maximum not-to-exceed amount of $231,463.
 
Reason for Recommendation: The provision of child abuse prevention, intervention, and treatment services under the CAPIT and PSSF programs has proven to be an important tool in the County's efforts to help improve the lives of families served by the Department of Human Services (DHS).  Contracting out to local vendors has been the most efficient and cost effective method of delivering these services to eligible DHS clients.  Agreement for Services #202-S0711 with New Morning Youth and Family Services, Inc. expired December 31, 2007.  This Agreement is being submitted for retroactive execution as a result of delays in processing necessary to incorporate the Board approved standardized rate structure that became effective January 1, 2008 and the time required to achieve compliance with Purchasing Policy C-17 requirements for contract amendments.  County Counsel and Risk Management have approved Amendment IV to Agreement for Services #202-S0711.  Copies of the Blue Route and Agreement are attached and on file with the Board Clerk.
 
Purchasing Agent Recommendations:  The Human Services Department has contracted with New Morning Youth and Family for the provision of child abuse prevention, intervention, and treatment on an "as requested" basis.  The Purchasing Agent concurs that the department's request is in compliance with Board of Supervisors Policy C-17, Sections 7.4.2, 7.5, and 7.10 and the Procurement and Contracts Division has processed Amendment IV to the subject Agreement.
 
Action to be taken following Board approval: Board Clerk to forward two (2) originals of executed Amendment IV to Agreement for Services #202-S0711 to the Department of Human Services Social Services Division at 3057 Briw Ridge Road, Suite A.  Auditor's Office to authorize payment of future invoices.
