REASON FOR RECOMMENDATION: At the request of the Department of Transportation, the Procurement and Contracts Division issued a Request for Proposals for traffic signal maintenance and repair services.   These services are for the provision of emergency repair services and ongoing regular field maintenance and repair of traffic signals and related equipment.

Three (3) RFPs were mailed.  Two (2) qualified responses were received.

Those that responded were:

Republic ITS

Econolite

An evaluation committee comprised of panelists from the Department of Transportation reviewed the responses on the basis of qualifications of staff, references from other agencies concerning the proposer's experience and past performance, and the ability to meet the requirements set forth in the Request for Proposal.

After careful review of  the responses, the evaluation committee determined that Republic ITS' response best meets the needs of the County as outlined in the RFP.

The Board is being asked to make findings that it is more economical and feasible to contract out the needed work in accordance with County Ordinance Chapter 3.13 as the Department of Transportation does not possess the trained personnel to perform traffic signal maintenance and repair services.

FISCAL IMPACT/CHANGE TO NET COUNTY COST:  Procurement and Contracts has been advised that funding is available with the Department of Transportation's Road Fund.

ACTION TO BE TAKEN FOLLOWING APPROVAL:   Following Board approval, the Department of Transportation will process an agreement for services with Republic RTS of Sacramento, CA for traffic signal maintenance and repair services in the amount of $400,000.
