Background: The Ryan White C.A.R.E. Act provides direct emergency services for people living with HIV disease. Services include, but are not limited to, information, referrals and/or arranging for outpatient medical care, skilled nursing, medication management, diagnosis and treatment of common medical and mental conditions, and addressing nutrition issues to include direct food purchases as well as support to local food banks in El Dorado County. El Dorado County Ryan White and HOPWA (housing assistance) services are subcontracted out to Sierra Foothills AIDS Foundation, an agency with which we have a longstanding, successful relationship. The Department will return to the Board to execute the subcontracts with Sierra Foothills AIDS Foundation for HOPWA and Ryan White services.

Reason for Recommendation: El Dorado and other local rural counties obtain their State sponsored Ryan White C.A.R.E. Act and HOPWA funding through Sacramento County. This contract is retroactive to March 1, 2008 due to late receipt of contract documents from Sacramento. The Department received this Agreement May 1, 2008 and began processing immediately.
