Fiscal Impact/Change to Net County Cost:
Funding for this acquisition will come from Federal High Risk Rural Roads Grant for $1,350 and Regional Surface Transportation Program Exchange Funds in the amount of $150.
There is no net County cost associated with this agenda item.
 
Reason for Recommendation:
The Department of Transportation is currently in the design phase to realign a high-risk segment of Latrobe Road, north of Ryan Ranch Road, in El Dorado Hills (Latrobe Road Project #73359, Milepost 7.0 to 7.35 ).
 
This project is subject to the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA).  The preparation of a CEQA Mitigated Negative Declaration and a National Environmental Policy Act Categorical Exemption is currently underway. These documents will be presented to your Board at a later date.
 
The research of all potentially affected parcels, and the acquisitions of portions of the subject parcels, are necessary from the subject property owners in order to accommodate construction of the project. In order for the Department of Transportation (DOT) to prepare for negotiations with the subject parcel owners, DOT staff is requesting authorization from your Board to proceed with the acquisition process, including the ordering and payment of title reports and obtaining certified appraisals of the land rights to be acquired.
 
Action to be taken following Board approval:
Right of Way Unit staff to proceed with the acquisition process for the subject parcels referenced herein, including ordering of  and payment for title reports, and obtaining certified appraisals for portions of the subject parcels necessary to construct the project.
