Fiscal Impact/Change to Net County Cost: No Change. The Memorandum of Understanding (MOU) is funded by the Social Services allocation with required County match met primarily with non-General Fund resources. Funds have been included in the Department's FY 2008/09 Proposed Budget and will be included in each future fiscal year.

Background: In 2007, the Migration Counties presented an initial MOU and Joint Powers of Agreement (JPA) between the California Statewide Automated Welfare System (SAWS) Consortium IV (C-IV) to each of the 35 Consortium Counties for the design, development, operation and maintenance of an automated system to support the business requirements for the administration of certain public assistance programs. The Board approved and executed MOU #905-M0810 and the JPA on April 12, 2007.

Reason for Recommendation: The ISAWS Consortium project is expected to terminate in 2010 and, as a result, the C-IV will assume the roles and duties of the ISAWS Consortium prior to termination of the current ISAWS Consortium project.
