Title: Transportation Department recommending Chairman be authorized to sign Agreement for Services AGMT 08-1663 (906-S0811) with Y & C Transportation Consultants, Inc. in an amount not to exceed $150,000 for a three year term to provide on-call traffic engineering, development review, and signal design services; and make the recommended Charter findings for same. RECOMMENDED ACTION: Approve. FUNDING: Traffic Impact Fees fund services provided in support of Capital Improvement Program projects, and time and material billings provide funding for any services provided in support of development projects. Task Orders will be issued for each work assignment and the exact source of funding will be identified at that time.

Fiscal Impact/Change to Net County Cost: This three-year agreement is for the NTE total amount of $150,000. There is no cost to the County General Fund.

Background:
Consultant Selection: In late 2007, the County’s Procurement and Contracts Office released an RFQ for the Department for a variety of transportation related disciplines. Based on the results of that RFQ, Y & C was determined to be one of the top consulting firms in the functional categories of Traffic Operations, Traffic Signing, Striping and Signal design.

In April, 2008, the Department notified the County Procurement and Contracts Office (Procurement) of this proposed professional services agreement. On April 18, 2008, Procurement responded, affirming that a competitive selection process was conducted in accordance with Board of Supervisor’s Policy C-16, Section 7.5, that the time period for that process had not expired, and that an outside reviewer confirmed that the consultant is qualified and able to perform the services in accorda...
