Fiscal Impact/Change to Net County Cost: No Change. The Agreement is funded by the Social Services allocation with required County match met primarily with realignment resources.

Reason for Recommendation: The provision of therapeutic counseling and other related services continues to prove to be a successful tool for promoting reunification of families served by the Department of Human Services (DHS). Contracting out to local vendors continues to be the most efficient and cost effective method of delivering these services to eligible DHS clients. County Counsel, Risk Management and Human Resources have approved Agreement for Services #052-S0911. Copies of the Blue Route and Agreement are attached and on file with the Board Clerk.

In accordance with Board of Supervisor's Policy C-17, Sections 7.5 and 7.10, the Purchasing Agent has reviewed the Department's request to process the subject agreement with New Morning Youth and Family Services and concurs that no competitive selection process is required as the Department contracts with multiple local vendors for the provision of services to ensure that DHS clients can be referred by their caseworker on an “as requested” basis to receive necessary services from the most appropriate and conveniently located vendor.
