Fiscal Impact/Change to Net County Cost: The total project cost (both projects combined) is estimated at $513,000.  $384,049 of this cost is covered by this FAA grant. DOT intends to apply to the State  Department of Transportation, Cal Trans Aeronautics program for a 2.25% matching grant in the approximate amount of $10,000 with the local share approximately $11,000 or 2.75% being provided by the Airport Enterprise Fund. Based on current project estimates there is a funding shortage of approximately $109,000. At the time of this writing both projects are out to bid with bid openings on June 12, 2008. If the combined low bids exceed the $404,211 of total funding available, the AWOS project could be postponed until additional FAA funds become available.
 
Background: On April 29, 2008 your Board adopted Resolution 104-2008 authorizing the Interim Director of General Services to apply for grant funding for these and other projects from the FAA.
The application was submitted and on May 22, 2008 a grant offer was received for $384,049. On May 13, 2008 your Board authorized bidding of said projects with bids due no later than 2:00 pm on June 5, 2008. An addendum to the bid was issued and the bid opening changed to 2:00 pm on June 12, 2008.
 
Reason for Recommendation: The grant offer must be accepted before or on June 19, 2008.  Acceptance of the grant will allow the County to continue with the FAA's recommended runway lighting improvements. Once bids are opened and project costs known it can be determined whether the installation of the AWOS, to provide additional safety measures, can proceed at this time or be place on hold until additional FAA funds are received.  
 
Action to be taken following Board approval: Board Chair will sign FAA Grant Agreement and forward to DOT for submission to the FAA.
