FUNDING:
The Juvenile Probation and Camps Funding Program provides revenue for the Juvenile Detention Facilities and has been included in Probation's proposed budget for FY 2008/09

Fiscal Impact/Change to Net County Cost:
No fiscal impact or change to net county cost.

Background:
In July, 2005, the Governor signed legislation that appropriated over $168.7 million in State funds to support a broad spectrum of county probation services targeting at-risk youth, juvenile offenders (those on probation as well as those detained in local juvenile facilities), and the families of these youth (AB 139, Chapter 74). The legislation directed the California Department of Corrections and Rehabilitation (CDCR) to administer these funds, and CDCR entrusted the CSA with this responsibility.

It should be noted that this funding is not new revenue and will continue to support programs that have been in existence since 1997-98.

Reason for Recommendation:
CSA has established an application process that includes the completion of the 2008/09 Program Agreement and requires a Board of Supervisors Resolution authorizing the Chief Probation Officer to sign the Juvenile Probation and Camps Funding Program agreement. Resolution #342-2005 was signed by the Chairman on November 15, 2005, and has been included with the 2008/09 application. Per instructions from CSA, a new resolution is not required when there have not been any changes to the program. The amount of funds apportioned to each county is designated in statute, El Dorado County's allocation for FY 2008-09 is $457,926.
