Stirrat & Associates for the provision of engineering services at the Union Mine Disposal Site; and 2) authorize the Director of Environmental Management to negotiate a contract for same.
RECOMMENDED ACTION: Approve.

REASON FOR RECOMMENDATION: At the request of the Environmental Management Department, the Procurement and Contracts Division issued a Request for Qualifications and Statement of Interest (RFQ) for the purpose of hiring an engineering consulting firm to perform engineering services on general landfill and solid waste related issues at the Union Mine Disposal site.
Six (6) Requests for Qualifications and Statements of Interests were mailed; two (2) to local vendors; nine (9) responses were received; three (3) from local vendors. Those that responded were:

An evaluation committee comprised of panelists from the Environmental Management Department and the County of Sacramento reviewed responses on the basis of each contractor's experience with landfill design, construction, maintenance, closure/post-closure, erosion control/storm water maintenance services, leachate collection and management, landfill gas collection, and local, state and federal regulatory requirements related to landfills.
After careful review of the responses, the evaluation committee developed a short list of the top three most qualified firms. Bryan A. Stirrat & Associates was selected as the successful firm whose response best meets the needs for the County.
Your Board is being asked to make findings that it is more economical and feasible to contract out the needed work in accordance with County Ordinance Chapter 3.13 as the Environmental Management Department does not possess the trained personnel or equipment necessary to perform the engineering work.
The County Officer or employee with responsibility for administering the agreements is Greg Stanton, Environmental Health Manager.
FISCAL IMPACT/CHANGE TO NET COUNTY COST: Procurement and Contracts has been advised that funding is available within the Environmental Management Department's budget.
ACTION TO BE TAKEN FOLLOWING APPROVAL: Following Board approval, Environmental Management will negotiate a service contract for engineering services on general landfill and solid waste related issues of the Union Mine Disposal Site and bring back a final contract for Board of Supervisors approval.
