Fiscal Impact/Change to Net County Cost: None.
Background: The Public Health Department's Public Health Laboratory offers drug testing services. Initial drug testing is performed upon request by the Public Health Laboratory. Legal standards require that positive results are confirmed via a secondary definitive identification process. This process is outside the scope of services available from the Public Health Laboratory, and requires an outside vendor. Fresno County has state-of-the-art instrumentation specifically designed to perform these tests at reasonable prices. Historically, EDC has contracted with Fresno County for these services via a Blanket Purchase Order.
At the request of the Purchasing Agent, Public Health contacted Fresno County Public Health to arrange for a formal agreement for these services; however, Fresno County declined and prefers to operate on a purchase order basis.
Reason for Recommendation: Public Health requests the Board authorize EDC Purchasing Agent to issue a Blanket Purchase Order for these services, not to exceed $3,000.00 for FY 2008-09.
Action to be taken following Board approval:
Upon approval by the Board, Purchasing Agent will issue a Blanket Purchase Order for Fresno County Public Health Laboratory drug confirmation testing.
