Fiscal Impact/Change to Net County Cost:  Funding has been included in the Department's Proposed Budget for FY 2008-09.  No Change to Net County Cost.

 

Background: In November 2004, California voters passed Proposition 63, now known as the Mental Health Services Act (MHSA). In January 2006, the Board approved submittal to the State of the Department’s three-year plan for MHSA Community Services and Support. This three-year plan was formally approved by the State on April 28, 2006 and covered the contract period April 1, 2006 through June 30, 2008.  On April 1, 2008 the Board adopted the updated Agreement Number: 07-77309-000 that increased the contract amount from $4,125,093 to $5,171,662 and extended the term to include spending related to MHSA implementation costs back to July 1, 2004.  On June 3, 2008 the Board authorized the extension of the MHSA Agreement through June 30, 2009.  There will be a future modification provided by the State and submitted to the Board for approval that will include the funding allocation for FY 2008-09.

 

Reason for Recommendation:The State Department of Mental Health has notified counties that there is non-recurring funding available from unused MHSA Administrative funds (DMH Notice 07-21).  The Department is recommending the submittal of a request for $743,700 to be used for the expansion of three MHSA Community Services and Supports programs identified below:

 

Prospect Place                     $448,810

Notification of the availability of additional MHSA funds came shortly after counties were notified that AB2034 would no longer be funded.  AB 2034 funds allowed localities to provide comprehensive services “to adults who have serious mental illness and who are homeless, at risk of becoming homeless, recently released from a county jail or state prison, or others who are untreated, unstable, and at significant risk of incarceration or homelessness unless treatment is provided to them” and previously funded the Tahoe Opportunity Project (TOP) in South Lake Tahoe that provided mental health, housing and other critical services to our homeless population.  The Department is requesting that the Western Slope’s homeless program, called Prospect Place, be expanded to South Lake Tahoe.  This will allow the clients that were previously served under AB2034 to be served under the expanded Prospect Place East program.  The Department had sufficient unused, rollover funds from FY 2006-07 to continue to fund services for this population for FY 2007-08.

 

Behavioral Health Court Expansion                     $171,335

The Department is requesting that the South Lake Tahoe MHSA Behavioral Health Court program be expanded to the Western Slope.  Placerville currently has services for a similar population that is funded with Mentally Ill Offender Crime Reduction (MIOCR) grant funding.  Because grant funding is not guaranteed, expanding this program into Placerville will allow the Department to continue offering services to many of the same clients at the time the grant is no longer funded.

 

Other                      $123,555

The request also includes $12,000 to expand the Latino Engagement Initiative to include additional outreach and engagement funding to our unrepresented adult population and a 15% administrative reimbursement. 

 

The expansion request has been posted for the required 30 day community review process and has received unanimous support from the MHSA Advisory Committee.   The Department anticipates that future year MHSA allocations will be sufficient to support the expanded programs.

 

Action to be taken following Board approval:Once approved the Department of Mental Health Director will sign and submit the Mental Health Services Act (MHSA) Community Services and Supports (CSS) Expansion Request.
