Fiscal Impact/Change to Net County Cost:  The total funding for this agreement is $59,250 for the one year contract.  Funding for the contract is included in the Department's final approved budget for FY 2008-09 and is in accordance with the County’s approved Mental Health Services Act (MHSA) Community Services and Support plan to assist mentally ill offenders who are at risk for criminal recidivism and known as the “Behavioral Health Court” program.  There is no Change to Net County Cost.

 

Background:   In 2007, The El Dorado County Sheriff’s Office was successful in its application for a Mentally Ill Offenders Crime Reduction (MIOCR) grant from the State of California Corrections Standards Authority.  The goal of that program was to reduce criminal recidivism by improving the mental health of incarcerated mentally ill offenders through linkage to mental health services and other community services. A significant part of the program included assisting participants in finding employment.

 

The MIOCR program has not been funded in the State’s FY2008-09 budget.  However, the Mental Health Department (MHD) received approval from the Board and the State Department of Mental Health to use MHSA funding to expand the services and supports programs to continue providing the specialized vocational services delivered by Crossroads Diversified Services, Inc. including coordinating mental health services with vocational assessments, job seeking skills development and on-the-job support.

 

Reason for Recommendation:  This agreement will allow the MHD to continue providing specialized vocational support services for the severely mentally ill under the MHSA’s community services and supports programs.

 

This agreement will cover the period July 1, 2008 through June 30, 2009.  The contract is submitted retroactively due to additional time required by the Department and the Chief Administrative Office to ensure compliance with Procurement Policy C-17 and County standard contract requirements.

 

Action to be taken following Board approval:

 

1.                     Chairman to sign original agreements.

2.                     Board Clerk’s Office to return one (1) original agreement to Mental Health.

3.                     Mental Health to distribute as appropriate.
