Fiscal Impact/Change to Net County Cost:  The total funding for this agreement is $99,440 for the one year contract. There is no Change to Net County Cost.
 
Background:  In November 2004, California voters passed Proposition 63, the Mental Health Services Act (MHSA).  The County developed a  Community Services and Supports (CSS) plan to determine how a portion of MHSA financing would be used.  In January 2006, the Board of Supervisors (BOS) approved the three-year CSS plan for submission to the California Department of Mental Health (DMH) and the County's CSS plan was formally approved by the State on April 28, 2006.
 
One of the programs identified in the County's CSS plan is a transitional housing program for adults.  The Mental Health Department (MHD) has contracted with Choices Transitional Services since November, 2007 to provide transitional housing services on an "as requested" basis.   
 
 
Reason for Recommendation:  This agreement will allow the MHD to continue providing, through this vendor, assistance in the areas of transitional housing and independent living skills for adults.
Services provided under this contract include transitional housing, case management, house management, and supervision services. The vendor maintains a bed capacity for placement of up to six clients referred by MHD. The clients referred have serious mental health issues, and are either homeless or at risk of homelessness.
 
The goal of this program is to encourage independence and self sufficiency in referred clients. The vendor provides skills training for clients including but not limited to:  budget planning, shopping, cooking, use of available transportation systems, and general mobility in the community.
 
This agreement will cover the period July 1, 2008 through June 30, 2009.  The contract is submitted retroactively due to additional time required by the Department and the Chief Administrative Office to ensure compliance with Procurement Policy C-17 and County standard contract requirements.
 
 
Action to be taken following Board approval:
 
1.      Contingent on County Counsel and Risk Management approval, Chairman will sign two (2) original Agreements.
2.      Board Clerk's Office to return one (1) original agreement to the MHD.
3.      MHD to distribute as appropriate.
