Fiscal Impact/Change to Net County Cost:  The total funding for this agreement is $120,000 for the one year contract. There is no Change to Net County Cost.
 
The original funding sources for this contract came from the AB 2034 Homeless Mentally Ill Program in South Lake Tahoe, also known as the Tahoe Opportunity Project (TOP) and the State of California, Corrections Standards Authority's Mentally Ill Offender Crime Reduction (MIOCR) grant. Both these sources are now (or will shortly become) extinct. Continued funding will be provided by the State Department of Mental Health (DMH), through the County's approved Mental Health Services Act (MHSA) Community Services and Support program known as "Prospect Place."
 
Background:  A common goal of the TOP and MIOCR programs was to reduce homelessness and criminal recidivism by improving the mental health of mentally ill, individuals through linkage to mental health and other community services.  Efforts to assist program participants overcome both mental illness and substance abuse played a significant role in TOP's and MIOCR's success.  Going forward, with the Board and State DMH's approvals, the Mental Health Department (MHD) will continue providing "dual diagnosis" treatment for this target population through its MHSA funding for Prospect Place.
 
Reason for Recommendation:  Sierra Recovery Center has been providing substance abuse treatment services for mentally ill homeless adults in South Lake Tahoe for six years.  It provides outpatient substance abuse assessments and monitoring, a six bed dual diagnosis transitional home, residential alcohol and drug detoxification and treatment.  This agreement will allow continuity in SRC's delivery of mental health and drug treatment services and supports to homeless mentally ill individuals and offenders in the South Lake Tahoe region.
 
In accordance with Board of Supervisor's Policy C-17, Sections, 7.5, and 7.10, the Purchasing Agent has reviewed the Department's request to process the subject agreement with Sierra Recovery and concurs that no competitive selection process is required as Sierra Recovery is the only vendor available to provide the requested services in the South Lake Tahoe region.  The Purchasing Agent, with CAO concurrence,  has determined that it is not necessary to coordinate outside review of Sierra Recovery's qualifications as the County has had a long term successful relationship with Sierra Recovery.  In accordance with Board of Supervisor's Policy C-17, Sections, 7.5, and 7.10, include justification for your agreement in the agenda item for this contract.
 
This agreement will cover the period July 1, 2008 through June 30, 2009.  The contract is submitted retroactively due to additional time required by the Department and the Chief Administrative Office to ensure compliance with Procurement Policy C-17 and County standard contract requirements.
 
Action to be taken following Board approval:
 
1.      Contingent on County Counsel and Risk Management approval, Chairman will sign two (2) original Agreements.
2.      Board Clerk's Office to return one (1) original agreement to the MHD.
3.      MHD to distribute as appropriate.
