Fiscal Impact/Change to Net County Cost:  The total funding for this agreement is $82,503  Required matching funds are paid by the Department “in-kind” through (a) delivery of Medi-Cal mental health services financed by the State of California, and (b) activities and services delivery financed with Mental Health Services Act (MHSA) funds.   There is no Change to Net County Cost.

 

Background: The California Department of Rehabilitation (DOR) administers the state’s vocational rehabilitation program focused on assisting people with disabilities to live independently, become employed, and enjoy equal treatment in the communities in which they live and work.  DOR does this by providing consultation, counseling and vocational rehabilitation services and by working with community partners to promote successful outcomes for DOR consumers.  In El Dorado County, these services are provided through two facilities, one on the Western Slope (WS) and the other in South Lake Tahoe (SLT).  This agreement pertains to coordination with the DOR in the Western Slope.

 

The ability to obtain employment (the DOR goal) is closely linked to positive mental health outcomes (the MHD goal).  Therefore, clients are best served when the services provided by various institutions are closely coordinated.  Many of the persons eligible for DOR services due to disability are also receiving or eligible to receive services from the County Mental Health Department, financed by Medi-Cal and/or MHSA.  Through this agreement, the County Mental Health Department obtains financing to support activities to supplement the mental health services provided by MHD with more extensive client case coordination by MHD personnel with DOR staff.  This case coordination includes: 

 

                     conducting workshops to assess the interest and capacity of individual MHD consumers to benefit from DOR vocational rehabilitation services; 

                     providing referrals of consumers likely to benefit for DOR services;

                     contacting consumers and employers regularly both before and after placement to promote client stabilization in their employment;

                     medication management as needed; and

                     related coordination and planning of services so as to support successful outcomes.  

 

Reason for Recommendation:  This agreement will allow for continued funding of the existing cooperative contract between El Dorado County MHD and DOR through to June 30, 2011.  .  

 

Action to be taken following Board approval:  Board Clerk’s Office will forward the executed agreement to Mental Health for further processing.
