Fiscal Impact/Change to Net County Cost:
The cost associated with the construction phase of these projects was estimated at and is programmed in the Aviation Capital Improvement Program at $513,000.  Given the bid results, as detailed below, the budget will provide for the following: bid price for Phase II Replacement of Medium Intensity Runway Lighting on Runway 5-23 and Installation of a new Precision Approach Path Indicator on Runway 23 of $153,505, plus a contingency budget of $15,300, and bid price for construction of an Automated Weather Observation System (AWOS) of $135,125, plus a contingency budget of $13,500.
 
Funding for this project will be FAA Grants $301,559, State Aeronautics Matching Grant $7,142 and Placerville Airport Enterprise Fund $8,729.
 
There is no net cost to County General Fund associated with this agenda item.
 
Reason for Recommendation:
On May 13, 2008, the Board approved the Plans and Specifications, and authorized the advertisement for construction bids for Phase II Replacement of Medium Intensity Runway Lighting on Runway 5-23 and Installation of a new Precision Approach Path Indicator on Runway 23 and construction of an Automated Weather Observation System at the Placerville Airport. The projects will continue with the FAA's recommended lighting improvements and provide additional safety measures with the installation of the AWOS system.
 
On June 12, 2008, the Department received five (5) bid proposals for Phase II Replacement of Medium Intensity Runway Lighting on Runway 5-23 and Installation of a new Precision Approach Path Indicator on Runway 23.  The bids are as follows:

On June 12, 2008, the Department received four (4) bid proposals for construction of the Automated Weather Observation System.  The bids are as follows:

The Engineer's Estimate for the combined projects was $513,000.
 
Staff has reviewed the bid proposals and finds Cindy Bales Engineering's proposals to be both responsive and responsible.  Given that finding, and their low bids, the Department recommends the contract(s) be awarded Cindy Bales Engineering, Inc., 1828 Shady Lane, Big Bear City, CA 92314.
 
Action to be taken following Board approval:
1. The Department will forward the construction contract(s) to Cindy Bales Engineering, Inc. for their signature.
2. The Department will return the signed construction contract(s), together with the required bonds, insurance, County Counsel and Risk Management approval to the Clerk of the Board for the Chairman's signature.
3. Upon receipt of the fully executed construction contract(s), the Department will issue a Notice to Proceed.
4. The Director of Transportation will execute change orders as approved and/or delegated by the Board.
