Fiscal Impact/Change to Net County Cost: The total funding amount of this plan and application for funds is $310,500. There is no Change to Net County Cost.

Background: In November 2004, California voters passed Proposition 63, now known as the Mental Health Services Act (MHSA). The Act addresses five program components, with the first component being Community Services and Supports. The WET component is the second component that for which the State has established guidelines. The funds must be used by June 30, 2017.

Reason for Recommendation: The Department is recommending the submittal of a request for funding in the amount of $310,500 that would provide for the establishment of the Workforce Education and Training Component to the County’s MHSA agreement with the State. Funding would be used for the activities identified below:

Staffing $165,500
The request includes funding a 1.0 FTE Mental Health Coordinator and a 1.0 FTE Mental Health Aide using existing, vacant Departmental positions.

California State University, Sacramento $55,500
The Department has partnered with three other rural counties to pay for the administration required to support a weekend master’s in social work program at California State University, Sacramento.
