Fiscal Impact/Change to Net County Cost:
Funding is availabe in the River Use Permit special revenue fund, and will be transferred to the River Management operating budget for expenditure.

Background/Reason for Recommendation:
Element 3.1 of the County's River Management Plan states that, "The County will encourage the private sector to implement a river shuttle service. The County will assist in the implementation of this shuttle service or, if the private sector is unable to do so, the County may investigate operating this service". On February 20, 2008, the River Management Advisory Committee (RMAC) voted to support an application by The River Store, Inc. to the Air Quality Management District for AB 2766 funding to implement a shuttle service along the South Fork of the American River. In addition, the RMAC voted to support the use of up to $27,000 in river use permit fee revenue as matching funds to the grant if awarded.

The Air Quality Management District has evaluated all applications for AB 2766 funds and is recommending that the projected be awarded at the alternative funding level of $76,727. The grant request included $22,000 in river use permit fees as a proposed match at that f...
