Recommended Actions:
1.  Authorize the Transportation Department to submit grant applications for various local, State and Federal transportation funding programs, and other grant funding opportunities that become available;
2.  Authorize the Director of Transportation, or his/her designee, to sign all necessary documents required to submit grant applications, subject to review and approval by County Counsel;
3.  Authorize the Director of Transportation to execute grant agreements subject to County Counsel and Board of Supervisors review and approval;
4.  Authorize this resolution to apply retroactively to the El Dorado County AQMD July 2008 award of AB2766 DMV Surcharge Funds for the vehicle replacement purchase of a waterless/dustless broom street sweeper and ratifies the Director of Transportation's signature on those grant documents.
 
Background: Over the past two fiscal years, the Transportation Department has been expanding its grants program to proactively seek funding opportunities to augment the department's project delivery, maintenance and operations programs. In FY 2006/07, ten grant applications were prepared and submitted to various federal, state and local funding programs. Seven of the ten applications were selected and awarded a total of $3.3 million. This fiscal year, FY 2007/08, eighteen grant applications were submitted, four of which were selected and awarded for a total of $4.2 million. Three of the four applications require local matching funds, for a total of $268,000, of which $200,000 will be provided by the TIM Fee Program and $68,000 will be from the Road Fund. There are four applications pending award notification.
 
The grants program is funded through the budget allocated to the Transportation Planning and Land Development Division. One full-time Senior Planner is managing the program with staff support as needed. Approximately 1600 labor hours at a total cost of $182,000 was expended during FY 2007/08. The labor costs plus the required local matching funds is $450,000 which is approximately 10 percent of the total grant funding awarded; this equates to a 10 to 1 return on investment. A detailed summary of the grant applications submitted in FY 2007/08 is attached (see Exhibit A).
 
Reason for Recommendation:This Resolution will streamline the grant application process and minimize missed funding opportunities due to grant submittal deadlines that are less than the lead time required for the Board of Supervisors Agenda Item approval process. It will also apply retroactively for the grant application submitted by the Transportation Department to the El Dorado County AQMD for AB2766 Motor Vehicle Emissions Projects for FY2008-09 funding. This application was selected for a grant award of $203,236 for a vehicle replacement purchase of a waterless/dustless broom street sweeper. Additionally, this resolution authorizes the Director of Transportation to execute the AQMD funding agreement (No. 002-DMV-08/09-BOS) approved by the Board on July 1, 2008.
 
Action to be taken following Board approval:
1.  The Board Chairman will sign the two copies of the resolution, and the Board Clerk will forward one signed Resolution to the Transportation Department for further processing.
2.  The Transportation Department will continue to pursue grant opportunities for funding to support the Transportation Department's capital improvement, maintenance and operations programs.
3.  The Director of Transportation, or his/her designee, will sign the necessary documents required to submit grant applications and execute g rant agreements.
4.  The Director of Transportation, or his/her designee, will prepare the necessary forms, reports and other required documentation to implement the projects specified in the grant agreements, and to comply with the terms and conditions of the grant agreements.
