Fiscal Impact/Change to Net County Cost:  No change.  The Agreement is 100% funded by the Kinship Supportive Services Program allocation that the County receives from the California Department of Social Services (CDSS), with no required County match.   $162,000 was budgeted for FY 2007-08 and the remainder is budgeted for FY 2008-09.
 
Background:  The Kinship Support Services Program was authorized by California Assembly Bill 1193 (Chapter 794, Statutes of 1997) and set forth in Welfare and Institutions Code Section 16605.  This program provides funds for the start up and expansion of county-based family support programs.  Family support programs provide community-based family support services to relative and non-relative extended family member (NREFM) caregivers for children who would otherwise enter foster homes or are at risk of dependency or delinquency services.  KSSP also provides services to caregivers who have become the legal guardians or adoptive parents of formerly dependent children.  The provision of services to children/teens in the homes of their caregivers is intended to increase stability and safety, reduce recidivism into the child welfare system, increase the likelihood of family members and non-relative extended family members to assume and maintain responsibility and care for abused and neglected children/teens, reduce court hearings, reduce utilization of more restrictive placements, reduce out-of-county placements, and increase the likelihood that children/teens will remain in their own neighborhoods and schools.
 
The Department of Human Services (DHS) submitted a proposal to the California Department of Social Services for a start-up KSSP on August 27, 2007 and received A Notice of Intent to Award Funds letter from the State dated September 12, 2007.  A Notice of Final Allocations letter from the State, dated October 24, 2007, informed DHS that, as of the date of the letter, DHS could begin to claim against its KSSP allocation.  On November 27, 2007, the Board of Supervisors awarded Request for Proposal #08-918-020 to Lilliput Children's Services, the sole responder, for provision of KSSP services and authorized the Chair to execute an Agreement for same in the amount of $162,000, upon County Counsel and Risk Management review and approval, with a seven-month term commencing on November 10, 2007 to coincide with the availability of State funding for the program.  Agreement #542-S0811 with Lilliput Children's Services was executed on January 15, 2008 for the term November 10, 2007 through June 9, 2008.
 
Reason for Recommendation:  The primary purpose of KSSP is to help kinship caregivers (relatives who care for children) understand and access services available for children living with relatives other than their own parents, thereby reducing the number of children entering the traditional foster care system with the ultimate goal of strengthening families while providing a safe, stable, and nurturing environment for the children in their care.  
 
Lilliput Children's Services has made significant progress in initial development of KSSP activities.   Amendment I to Agreement for Services #542-S0811 allows for ongoing implementation and provision of KSSP services and will enable Lilliput to continue to gather and compile useful statistical data into reports for Human Services to submit to the State in accordance with established guidelines and requirements.
 
DHS anticipates that CDSS will award funding to El Dorado County, as an approved current provider of KSSP services, immediately upon formal approval of the State's FY 2008-09 budget, for 2008-09 KSSP as well as ongoing funding in subsequent years.
 
The Purchasing Agent concurs that the competitive selection process that resulted in the initial award to Lilliput Children's Services has not expired.  Outside review of the contractor's qualifications was conducted by the Child Abuse Prevention Council during that process.
 
Amendment I to this Agreement is being submitted for retroactive execution due to the State's delayed response to requests for clarification regarding programmatic and fiscal considerations to ensure that said Agreement continues to meet State regulations for KSSP.  The resultant State responses were incorporated into Amendment I.  The term of the Agreement, as amended, is extended from June 10, 2008 through June 30, 2009.  County Counsel and Risk Management have approved the Amendment.  Copies of the Blue Route, the original Agreement and Amendment I are attached and on file with the Board Clerk.
 
Action to be taken following Board approval:  Board Clerk to forward one (1) original of executed Amendment I to Agreement for Services #542-S0811 to the Department of Human Services at 3057 Briw Road.  Auditor's Office to authorize payment of future invoices.
