Fiscal Impact/Change to Net County Cost: There is no change in net County cost for year one; year two and three will be included in the Department budget requests to match total contract not-to-exceed of $180,000.

Background: The temporary West Slope Animal Services shelter does not have appropriate facilities to accommodate livestock. It is anticipated that this situation will continue for approximately 1½ years, during which time it is necessary to contract with The Grace Foundation of Northern California.

Reason for Recommendation: Since the effective date of this Agreement, February 17, 2007, several animal rescue events have occurred, which resulted in a greater than anticipated need for livestock care and a need for increased expansion in the scope of services and associated fees.

In accordance with Board of Supervisor's Procurement Policy C-17 section 7.10, the Purchasing Agent coordinated the review of the scope and contractor's qualifications.
