Fiscal Impact/Change to Net County Cost: Funding is available in the CSA #10 FY 08/09 budget. There is no cost to the General Fund.


Background: At the request of the Environmental Management Department, the Procurement and Contracts Division issued a Request for Qualifications and Statement of Interest (RFQ) for the purpose of hiring an engineering consulting firm to perform engineering services on general landfill, solid waste and wastewater related issues.

An evaluation committee comprised of panelists from the Environmental Management Department and the County of Sacramento reviewed responses on the basis of each contractor's experience with landfill design, construction, maintenance, closure/post-closure, erosion control/storm water maintenance services, leachate collection and management, landfill gas collection, and local, state and federal regulatory requirements related to landfills.

After careful review of the responses, Bryan A. Stirrat & Associates was selected as the successful firm whose response best meets the needs for the County.

Reason for Recommendation: On June 17th, 2008, the Board authorized the Environmental Management Department to enter into contract negotiations with Bryan A. Stirrat & Associates Inc. to provide as-needed solid waste, landfill and wastewater engineering services (see attachment A). Pursuant to this directive,...
