Background:
On August 24, 2007, the Local Youthful Offender Rehabilitative Facility Construction Funding Program became law (as authorized by certain provisions of Senate Bill 81, Chapter 175, Statutes of 2007) appropriating up to $100 million in youthful offender rehabilitative facility construction funding through State lease-revenue bonds.  In administering the funding, CSA will utilize a competitive Request for Proposals (RFP) process for determining awards.  Funding expires in 2017.
 
The Department of Corrections and Rehabilitation, the State Public Works Board and the County will enter into agreements related to performance expectations, guidelines, and criteria for use of the bonds, and ongoing maintenance and staffing responsibilities for the term of the financing.
CSA shall consider cost-effectiveness in determining approval of a project.
 
Reason for Recommendation:
Opportunity has been presented for El Dorado County to submit a Request for Proposal for funding construction of a multi-purpose treatment/programming building at the Placerville Juvenile Hall.  El Dorado County qualifies as a small county, and would need to provide 25 percent matching funds (cash and in-kind) of the total project costs.  The proposed project has an estimated cost of approximately $800,000, and would require a 25% match of $200,000 (combination of cash and in-kind).  Of the $200,000 match, it is estimated the County's cost will be approximately $150,000.  Historically, the Probation Department has prudently managed the annual budget resulting in annual net county cost savings.  Therefore, Probation is requesting to utilize year-end savings to fund this project and eliminate any need for additional general fund contribution.
 
Proposed evaluation factors to consider: rehabilitation of juvenile offenders, project need, and regional needs.  A multi-purpose treatment/programming building would provide a site for routine activities, recreation, and mandated programming such as Mental Health groups, alcohol counseling, anger management, and visiting.  The proposed site is located next to the Juvenile Hall, and would be built approximately 15 feet from the existing facility.  Facility and Fleet Services (FFS) has assessed that the proposed site would accommodate the project, but would require soil analysis, property appraisal, and 15% cost of project to fund an architectural design contract.  This estimate is approximately $150,000 (as identified earlier).
 
Juvenile Hall presently fails to meet the Title 24, California Code of Regulation which mandates space (recreation, programming, and Day Room), although it has been "grandfathered."
 
The construction of a new multi-purpose treatment/programming building will enhance the Department's ability to provide mandated services to our youth detained at Juvenile Hall.
 
The existing Juvenile Hall was built in 1971, prior to the facility standards established in Title 15 & 24, of the California Code of Regulations.  Minimum standards require at least 9,000 square feet of recreation space.  Presently, minors have a total of 4,300 square feet.  These standards further require at least 1,400 square feet of Day Room space.  The Juvenile Hall has a total of 500 square feet of Day Room in the facility.  
 
The proposed treatment and programming building will extend the life of the existing mature facility, which continues to be well maintained and functional.
 
The Request for Proposal is due to CSA on January 6, 2009.
 
Action to be taken following Board approval:
1.      Authorize FFS to enter into contracts to obtain property appraisal and soil analysis prior to submittal of RFP.
2.      Authorize Probation to reimburse FFS for the above costs (approximately $4,000) in FY 2008/09.
3.      FFS and Probation to prepare and submit Request for Proposal to CSA by the January 6, 2009 deadline.
