Fiscal Impact/Change to Net County Cost: No change. Funds are budgeted each fiscal year for this ongoing expense.
Background: On February 1, 2005, the El Dorado County Board of Supervisors approved and entered into Usage License Agreement #478-S0411 with CompuTrust Software Corporation to provide software to the Public Guardian Office to track and report fiscal, personal and case management data relative to conservatees. This proprietary software is necessary for the efficient operation of the Public Guardian Office and the Board approved the renewal of this Agreement in the estimated amount of $14,518 at its July 1, 2008 meeting.
Reason for Recommendation: Amendment I to Agreement #478-S0411 increases the number of users of the CompuTrust proprietary software in the Public Guardian Office from 13 to 17. The increase in users is necessary due to the increased number of conservatees represented by the Public Guardian Office. Additional users are needed to process conservatee case management files in a timely manner. The software is recognized statewide and has continues to be necessary to the efficient operation of the Public Guardian Office.
The one-time user license fee is $295 per user. The initial one-time cost for 4 additional users is $1,180. The maintenance fee is $48 per user. The maintenance fee for 13 users was $624 annually. This will increase to $816 annually for 17 users. A cost of living increase of 2.15% is allowable annually under the terms of this Agreement and will increase the annual usage fee from $12,258 to $12,521.55.
Information Technology, County Counsel and Risk Management have approved Amendment I to Agreement for Services #478-S0411. Copies of the Blue Route, the original Agreement, Amendment I, and the notice of the 2.15% cost of living increase are attached and on file with the Board Clerk.
Action to be taken following Board approval: Board Clerk to forward one (1) original of executed Amendment I to Agreement for Services #478-S0411 to the Department of Human Services, Community Services Division at 3057 Briw Road.
