Fiscal Impact/Change to Net County Cost: There will be no change to net county cost. If awarded, this grant will provide revenue of $12,059 to offset expenditures. A budget transfer will be brought back to the Board when the grant is awarded.

Background: Justice Assistance Grants are a funding source that blends the previous Edward Byrne formula and Local Law Enforcement Block Grant Programs (LLEBG) to provide agencies with the flexibility to prioritize and place justice funds where they are needed most. Funds must be used to supplement existing funds and cannot replace, or supplant, non-federal funds appropriated for the same purpose.

Reason for Recommendation: The Chief Administrative Office contacted staff in the Sheriff's Department, Probation and the District Attorney's office to determine how best to utilize these grant funds. The District Attorney presented a proposal to purchase equipment and training vital to the investigation of privacy and identity theft crimes. Specifically, the office seeks forensic computer and cell phone analysis equipment and also seeks funds to send a District Attorney Investigator to training related to forensic analysis.

Action to be taken following Board approval: Per the rules of submission, the grant application must be submitted by the Chief Administrative Office. The application deadline was July 8, 2008.
