Fiscal Impact/Change to Net County Cost:
Funding for the project will come from Traffic Impact Mitigation (TIM) funds (up to $1,000,000), with the excess coming from Developer Advanced funds.  There is no net County cost associated with this agenda item.
 
Reason for Recommendation:
The Department of Transportation is working in conjunction with the developer of the Silver Springs subdivision to prepare plans and specifications for improvements to a portion of Bass Lake Road from Madera Drive north to the beginning of existing Hill Road, and from that point north to the end of existing Hill Road, constructing the new Silver Springs Parkway (Offsite Improvements) Project  #66108. The project will create a new connecting road between Bass Lake Road and Green Valley Road. All way stop signs will be placed at the new intersection of Bass Lake Road and Silver Springs Parkway for traffic control.
 
The research of all potentially affected parcels, and the acquisition of portions of the subject parcels, are necessary from the subject property owners to enable the construction of the project. In order for the Department of Transportation (DOT) to prepare for negotiations with the subject parcel owners, DOT staff is requesting authorization from your Board to proceed with the acquisition process, including the ordering of and payment for title reports, and obtaining certified appraisals of the land rights to be acquired.
 
On January 11, 2005, your Board previously authorized the Department's Right of Way staff to proceed with the acquisition process for portions of three of the seven subject parcels: APN 115-030-04, John Nojan Khoshcar; APN 115-030-03, Kenneth S. Hill; APN 115-030-15, David L. and Polly Rathe. However, due to various changes in design the project now affects four additional properties.
 
Action to be taken following Board approval:
Right of Way Unit staff to proceed with the acquisition process for the subject parcels referenced herein, including ordering of and payment for title reports, and obtaining certified appraisals for portions of the subject parcels necessary to construct the project.
