Fiscal Impact/Change to Net County Cost:  No change.  Contract No. R970535-01 allocates $770,510 for FY 2008-09 to El Dorado County for continued provision of Workforce Investment Act Program activities during the term July 1, 2008 through June 30, 2009.  Allocated revenues are budgeted for FY 2008-09 and are expected to cover all anticipated Program costs.
 
Background:   
On September 7, 2005, the Golden Sierra Governing Board approved the establishment of El Dorado County as the first Consortium Operator under the Local Workforce Investment Act Program, effective July 1, 2006.  On November 8, 2005, the Board of Supervisors adopted Resolution No. 339-2005 authorizing an Amended and Restated Joint Exercise of Powers Agreement for Golden Sierra Job Training Agency(GSJTA), including a provision giving the JPA the ability to pass El Dorado County's share of funds to the County to enable the County to provide job training services.  The Golden Sierra Workforce Investment Board and their Governing Body approved the El Dorado/Alpine County Local Operator Business Plan on April 24, 2006 and April 26, 2006 respectively.  On June 20, 2006, the Board of Supervisors approved establishment of a budget and approved Human Services staffing for implementation of Workforce Investment Act Program activities effective July 1, 2006.  
 
Reason for Recommendation:
As an Area Partner Consortium Operator of the Golden Sierra Job Training Agency Consortium, El Dorado County uses the Workforce Investment Act funds to provide job training services, leverage additional federal and state funding and help strengthen the One Stop system whereby the multiple needs of El Dorado and Alpine County unemployed individuals and businesses can be met.  
 
Annual Local Workforce Investment Act (WIA) funding is awarded to GSJTA in two separate allocations, then allocated among Consortium Area Partners.  The WIA allocation funds employment related services to adults, dislocated workers and youth.  The Rapid Response award provides services to local business which may be facing layoffs or closure.   Local WIA Rapid Response awards were announced by the State Employment Development Department on 6/10/08, and GSJTA has yet to announce distribution of this allocation among the Area Partners.  
 
Contract No. R970535-01 is being submitted for retroactive execution due to the delay in receiving the final FY 2008-09 funding allocation total from GSJTA.  $720,510 has been allocated to the El Dorado Consortia to provide Workforce Investment Act services in El Dorado and Alpine Counties to adults, dislocated workers and youth for FY 2008-09.  The final El Dorado Consortia Rapid Response allocation distribution is yet to be determined by GSJTA.  Once El Dorado County's final funding allocation is determined, the contract will be amended to reflect such.  To avoid further delay, Contract No. R970535-01 is being submitted for execution with the Rapid Response funding estimated to be at the FY 2007-08 level of $50,000.  County Counsel, Risk Management and Human Resources have approved the Contract.  The Contract and Blue Route are attached and on file with the Board Clerk
 
Action to be taken following Board approval:  
Board Clerk to provide Human Services, Community Services Division at Briw Road, with three (3) copies of Contract No. R970535-01 signed by the Chairman.  Department will forward to Golden Sierra for final execution.
