Fiscal Impact/Change to Net County Cost: Anticipated revenues resulting from the adoption of the attached Resolution are estimated to be $565,359 in FY 2008-09. There is no net County cost associated with this item.

Background: The County Charter requires benefit assessment hearings be held annually for the continuance of benefit assessment fees to fund County Service Area 3, South Shore Area ambulance operations. An annual benefit assessment is applied to all improved parcels located within the CSA 3 Zone of Benefit (except for the “Tahoe West Shore Zone of Benefit”). This assessment provides Advanced Life Support ambulance services in the County of El Dorado (see Attachment A for Use Code assessments).

Reason for Recommendation: Proposed benefit assessment fee revenues are projected to be similar to those collected in FY 2007-08. Revenue collected will be used to provide an extended level of emergency medical services. Levy of this assessment is necessary to provide a source of supplemental funds over and above revenues from user fees collected and is necessary to support current levels of operation. Advertisement placed in the Tahoe Tribune, as required.

1. Board Clerk's Office to return two (2) copies of Resolution to Department.
