Public Health Department recommending Chairman be authorized to sign retroactive Agreement 766-PHD0508 (115-S0911) with Sierra Foothills AIDS Foundation in the amount of $146,897 for the term July 1, 2008 through June 30, 2009, for the continued provision of Ryan White C.A.R.E. Act services for families living with HIV/AIDS in El Dorado and Alpine counties.
RECOMMENDED ACTION: Approve.
FUNDING: Ryan White C.A.R.E. Act funding Agreement with Sacramento County.

Fiscal Impact/Change to Net County Cost: Sufficient appropriations have been included in the FY 2008-09 budget. There is no net County cost.
Background: The Ryan White C.A.R.E. Act provides direct emergency services for people living with HIV disease. Services include, but are not limited to: information; referrals and/or arrangement of outpatient medical care; skilled nursing; medication management; diagnosis and treatment of common medical and mental conditions; and addressing nutrition issues to include direct food purchases as well as support to local food banks in El Dorado County. Staff is available on a 24-hour basis for client medical emergencies.
Reason for Recommendation: El Dorado County Ryan White services are subcontracted out to Sierra Foothills AIDS Foundation, an agency with staff who have expertise in this specialized type of service and with whom the County has enjoyed a longstanding, successful relationship.
This agreement is retroactive to July 1, 2008 due to the processing time required upon receipt of Amendment II to a related Agreement with Sacramento County in late May. The Department made every effort to bring this agreement to the Board at the next available meeting date, once documents were signed by the vendor on July 17, 2008 and returned to the Department.
The Purchasing Agent reviewed Department's request to process this Agreement with Sierra Foothills AIDS Foundation and concurred that no competitive selection process is required. A review of the provider's qualifications occurred in 2007, in accordance with the Board of Supervisor's Policy C-17, Sections 7.5 and 7.10.
Action to be taken following Board approval:
· Chairman to sign three (3) originals of the Agreement.
· Board Clerk's Office to return two (2) signed originals of Agreement to Public Health.
· Public Health to distribute as appropriate.
