Fiscal Impact/Change to Net County Cost:   None.
 
Background:    The Safe and Drug Free Schools and Communities grant from the State of California Health and Human Services Agency (term 10/1/07 through 9/30/12) requires program monitoring and evaluation by an outside consultant.  
 
Reason for Recommendation:  Safe and Drug Free Schools and Communities grant requires an outside consultant provide evaluation and monitoring of the program.  Authorization of this agreement for services will ensure grant requirements are achieved.
 
The Department received and considered proposals from various qualified candidates.  M.K. Associates was selected after a thorough review of the proposals and upon recommendation by the State.  The Purchasing Agent has reviewed the selection process and concurred that the process was in accordance with section 7.5 of Board of Supervisors' Policy C-17, and has waived the outside review requirement in Policy section 7.10 with concurrence from the Chief Administrative Officer.
 
Action to be taken following Board approval:
-      Chairman to sign three (3) original Agreements.
-      Board Clerk's Office to return two (2) signed Agreements to Public Health Department.
-      Department to distribute as appropriate.
