Fiscal Impact/Change to Net County Cost:
Funding for this project is from Proposition 1B, in the amount of $133,776 and the Regional Surface Transportation Program (RSTP) Rural - Competitive, through the El Dorado County Transportation Commission (EDCTC), in the amount of $461,224, including $400,224 specifically dedicated in the grant for the asphalt concrete overlay of Cold Springs Road and $61,000 from RSTP Exchange carryover from fiscal year 07/08 to be added to FY 08/09 at addenda. There is no cost to the County General Fund associated with this agenda item.
Reason for Recommendation:
It is proposed that the Board approve a preventive maintenance project to provide an asphalt concrete overlay on Cold Springs Road northwest of Placerville. This project is included in the Department's Five-Year Capital Improvement Program which was approved by the Board of Supervisors in February 2008.
The section of Cold Springs Road to be overlayed runs from Placerville city limits, near Woodridge Drive, to Brown's Road. It is a 2.67 mile segment and has average daily traffic (ADT) of approximately 4,600 vehicles per day.
This road has a Pavement Condition Index (PCI) of 68 out of a maximum score of 100 (road in perfect condition). A PCI of 55 or lower requires a proportional amount of corrective maintenance to repair the road damage. In this case, an AC overlay is recommend...
