Background:
The Sacramento region is currently designated as a severe federal ozone non-attainment area under the Clean Air Act (CAA), and is required to develop an attainment plan (SIP) that ensures that the region will attain the 8-hour National Ambient Air Quality Standard (NAAQS) by June 15, 2018. The Spare the Air program reduces air pollution through public education and issuance of Air Alerts to promote changes in behavior, such as driving curtailment, when air quality is forecast to be unhealthy due to high ozone levels. The program operates in the Sacramento region during the summer smog season (May through October).

Reason for Recommendation:
The regional Spare the Air program is coordinated by the SMAQMD and is required to be supported by the Sacramento region air districts in fulfillment of the SIP commitment. Under this MOU the AQMD will contribute $11,920, in two (2) equal installments of $5,960, to support FY 2008-09 and FY 2009-10 Spare the Air campaign programs. This MOU is retroactive to July 1, 2008.
