Background:
Assembly Bill 2766 (Sher) authorized air pollution control districts to impose up to a $4 motor vehicle registration fee to provide funds for air districts to meet responsibilities mandated under the California Clean Air Act (CCAA).  On March 14, 1994, by Board Resolution # 79-94, the AQMD set the fee at $4 per registered vehicle.
 
The California Health & Safety Code states that the fees shall be used to reduce air pollution from motor vehicles and for related planning, monitoring, enforcement and technical studies necessary to implement the CCAA.  
 
Reason for Recommendation:
On July 1, 2008, the Board authorized Funding Agreement  # 013-DMV-08/09-BOS with El Dorado Fire Safe Council to grant AB2766 funding in the amount of $72,280 to implement a chipping program and provide green waste dumpsters.  Upon a request from the Fire Safe Council, dated July 29, 2008, the first amendment to Funding Agreement  # 013-DMV-08/09-BOS will allow monthly, instead of quarterly, reimbursement payments.
 
Action to be taken following Board approval:
Forward executed amendment to AQMD for further processing.
