Human Services Department recommending Chairman be authorized to sign retroactive Agreement for Services 094-S0911 with Marshall Medical Center in the amount of $214,230 for the term July 1, 2008 through June 30, 2011 to enable said Department to continue to provide and be reimbursed for the services of one Eligibility Worker to process Medi-Cal and County Medical Services Program applications on-site at the hospital.

Marshall Medical Center reimburses the County for the cost of 1.0 Eligibility Worker up to a maximum of $71,410 per fiscal year during the three-year term of the Agreement. Revenues and appropriations to cover the cost of the worker are budgeted for FY 2008-09 and will be budgeted for FY 2009-10 and FY 2010-11.
Reason for Recommendation:
Agreement #094-S0911 enables Human Services to continue to provide Marshall Medical Center with one out-stationed Eligibility Worker (EW) to determine eligibility and process applications for patients in their facility for Medi-Cal or County Medical Services Program (CMSP) services and delineates the responsibilities of each party. By law, only a county welfare department (DHS-Social Service Division) may employ an EW to determine a person’s eligibility for Medi-Cal and CMSP. This collaborative effort benefits Marshall Medical Center patients by facilitating their receipt of appropriate services at a time when they may not be able to access services without assistance.
