Fiscal Impact/Change to Net County Cost:
Funding for this contract is provided through a grant from the Federal Highway Bridge Program for $708,000 and local match of $92,000 from the TIM.   There is no General Fund cost associated with this agenda item.
 
Reason for Recommendation:
Green Valley Road crosses Weber Creek in the unincorporated area of Placerville, between El Dorado Road and Placerville Drive.  The existing bridge spans approximately 50 feet over Weber Creek and was built in 1926 with reinforced concrete.  
 
The Project portion of Green Valley Road is a winding roadway with short radii curves and steep side slopes.  The proposed Project would replace the existing Weber Creek Bridge and improve roadway safety.  Roadway improvements include new roadway geometry designed to 25 MPH; widening the roadway to include two 12-ft travel lanes and two 8-ft shoulders; and extending and realigning private road approaches and driveways to conform to the proposed Green Valley Road alignment.  
 
In 2007, the Department of Transportation (Department) solicited the engineering community for Statement of Qualifications for Engineering Services (RFQ).  In March 2008, Procurement and Contracts Division assisted the Department by conducting a Request for Proposal (RFP) 08-918-096 for Design and Engineering Services for the Green Valley Road at Weber Creek Bridge Replacement Project (Project); utilizing the short list created from the RFQ.  Six (6) RFP's were mailed and three (3) qualified responses were received.  
 
Staff from the Department and Caltrans evaluated the proposals on the basis of technical, financial, organizational and management abilities.  HDR Engineering, Inc. was selected as the successful proposer whose proposal best meets the needs of the County and the clients to be served.  Department's consultant selection was in accordance with Board of Supervisors Policy C-17, Sections 7.5 and 7.10.
The Department is recommending that the Board make findings pursuant to Article II, Section 210b, (6) of the El Dorado County Charter that there are specialty skills required for the work performed under this Agreement that are not expressly identified in County job classifications.  Expertise provided through this contract include but are not limited to design and engineering services for bridge and retaining walls.
 
The El Dorado County Employees Association, Local #1 has been informed of this proposed Agreement.  
 
Action to be taken following Board approval:
1. The Board Chairman will sign two originals of Agreement for Services # AGMT 07-1591 with HDR Engineering, Inc.
 
2. The Board Clerk will forward one original of the fully executed Agreement to the Department for further processing.
