Title: Human Services Department recommending the Board approve a revision to the El Dorado County SB 163 Wraparound Program Plan, incorporating minor changes that clarify operational roles and responsibilities; and authorize the Chairman to sign retroactive Memorandum of Understanding 018-M0910, the non-financial operational agreement that defines the roles of the four involved County departments and the Office of Education for administration and provision of SB 163 Wraparound Program services in accordance with the approved Plan during the term July 1, 2008 through June 30, 2011. Fiscal Impact/Change to Net County Cost:   No cost associated with the requested action.  A separate financial MOU for provision of SB 163 Wraparound Program Services was executed by the directors of Human Services (DHS) and Mental Health (MHD) for a not to exceed amount of $660,000 during the three-year term of the MOU.  The financial MOU #064-M0911 associated with administration of this program enables MHD to receive reimbursement from DHS for services provided up to a maximum of $660,000 during the 3-year term.
 
Background:  In 2001 El Dorado County established an SB 163 Wraparound Program to provide community and family-based services to certain at-risk youth as an alternative to institutional care. The Wraparound Program utilizes State and County resources, normally used to fund institutional care, to develop and implement services designed to keep at-risk youth at home or in their home communities. Currently, El Dorado County is authorized to fill six (6) Wraparound "slots" with eligible youth, billing the State for the equivalent of 40% of institutional care costs and matching that amount with a 60% local share of costs.
 
A revision to the original El Dorado County SB 163 Wraparound Plan was approved by the Board on September 26, 2006 that was representative of the actual operations and goals of the SB 163 Wraparound Program and was in compliance with audit recommendations for improved administrative oversight, accountability and organizational structure for the program, as well as fidelity to State best practice guidelines for Wraparound services. These changes incorporated and reflected a multi-agency commitment to community based interventions for at-risk youth and their families as well as allocation of remaining resources to discretionary child welfare activities that are designed to reduce the incidence of at-risk youth in our community.
 
Reason for Recommendation:  
Under current administrative practices, the SB 163 Wraparound Program slots were filled to capacity throughout FY 2007/08 and additional critical services were provided to at-risk youth through a collaborative community effort.
 
This revision to the SB 163 Wraparound Program Plan incorporates minor modifications to the roles and responsibilities of the Departments of Human Services and Mental Health with concurrence of the other collaborating departments and agencies, including the El Dorado County Office of Education, and renders the Plan consistent with the minor procedural modifications incorporated in the new operational MOU #018-M0910.
 
MOU #018-M0910 is the operational agreement that defines the roles and responsibilities of the County Departments of Human Services, Mental Health, Public Health and Probation and the County Office of Education in the provision of SB 163 Wraparound Program services.  It replaces MOU # 367-M0610, which became effective October 1, 2005 and expired on June 30, 2008 and incorporates minor procedural changes and clarifications.  MOU #018-M0910 is submitted retroactively due to delays in finalizing proposed modifications and in obtaining all necessary signatures for the MOU and the SB 163 Wraparound Plan.  
 
The financial MOU # 064-M0922 associated with administration of this program was executed between DHS and MHD to cover a period concurrent with the operational MOU and enables MHD, which has the responsibility, experience and expertise to provide this type of service, to receive reimbursement for services provided in an amount not to exceed $660,000 during the three-year term of July 1, 2008 through June 30, 2011.
 
Attached are the SB 163 Wraparound Program Plan, with and without redline changes, the non-financial MOU #018-M0910 for Board signature and the financial MOU #064-M0922 between DHS and MHD for reference along with Blue Routes for each MOU.  
 
Action to be taken following Board approval:
Board Clerk to provide Human Services, Social Services Division at Briw Road, with five (5) originals of MOU #018-S0910 signed by the Chairman
Human Services to distribute MOU #018-S0910 as appropriate
Human Services to submit the revised El Dorado County SB 163 Wraparound Program Plan as required to the California Department of Social Services
