Background: On December 8, 2006, the California Tahoe Conservancy (CTC) awarded a planning grant  in the amount of $698,750 to the City of South Lake Tahoe and the County of El Dorado for development of conceptual alternatives for the proposed 56-acre project.  Through a competitive process, the City and County then retained the services of Royston, Hanamoto, Alley and Abey
(RHAA) to assist in this effort. A planning process was then initiated that included an extensive year long community outreach and design program that resulted in the development of a preferred alternative for the site.
 
In February, 2008 the City and the County again collaborated and applied for a grant augmentation  from the CTC to secure funding for the planning efforts needed to begin Phase I of the project. Phase I was identified as the beach front portion of the site. The grant was awarded and is being used to complete the environmental document and construction documents for Phase 1.
 
Reason for Recommendation: The project has now reached the point where a permit application is being submitted to the Tahoe Regional Planning Agency (TRPA) and construction funding for Phase I is being sought. The purpose of this presentation is to update the Board on the status of the project and share with them the design elements incorporated into Phase I.
 
Action to be taken following Board approval: Staff will incorporate board feedback into the design process.
