Fiscal Impact/Change to Net County Cost:
There is no Fiscal Impact associated with this agenda Item as the Board will not be obligating the County with the current requested action.  The obligation will come with the subsequent action of awarding the bid.  There is no net County Cost, however the County could lose the $1,099,000  Transportation Enhancement grant that has been allocated and authorized for this project if a construction contract is not awarded by November 2008.
 
 
Background:
The El Dorado County Facilities and Fleet Services Department is proposing the development of a 2.75-mile eastern extension of the El Dorado Trail within the former Southern Pacific Railroad right-of-way, from 300 Forni Road (at the entrance to the El Dorado County Jail) to Missouri Flat Road.  The project lies within the Sacramento Placerville Transportation Corridor (SPTC) and includes construction of a Class I paved trail as well as improvements to the Weber Creek Trestle Bridge.   
 
Funding for the project has been obtained from a variety of grant sources.  In the event that current funding is insufficient to construct the entire project, the project will be bid with the section of trail running from Old Depot Road to Missouri Flat Road bid as a bid alternate.
 
In May 2007, the County entered into an agreement with Environmental Stewardship and Planning to prepare the Initial Study and required CEQA and NEPA documents for the project. That contract was subsequently amended to include preparation environmental permit applications. With El Dorado County as the lead agency, a Mitigated Negative Declaration for the project was prepared and adopted by the Board in February, 2008. The environmental permit applications were submitted to the appropriate agencies in June, 2008.
 
On July 10, 2007, Board Item # 22, the County awarded a contract to Cunningham Engineering to prepare 30% construction documents for the project.  As additional funding became available that contract was subsquently amended to bring the construction documents to 100%.
 
Reason for Recommendation:
This project is part of a larger project which envisions construction of a Class 1 bike trail running from the west end of the County near Latrobe to the east end in South Lake Tahoe. Construction of this particular piece establishes a critical link and will help to meet the needs of bicyclists, joggers, pedestrians and equestrians. It also serves to provide an alternative mode of transportation for commuters and will improve air quality.  
 
Action to be taken following Board approval:
1.) Upon approval by County Counsel,  the Board Clerk will obtain the Chairman's signature on the plans, and return them to the Facilities and Fleet Services Department.
2.) The Facilities and Fleet Services Department will advertise for construction with bids due no later than 2:00 pm on September 25, 2008.
3.) Under a seperate agenda item, the Facilities and Fleet Services Department will return to the Board with recommendation of award. This is anticipated for the September 30, 2008 Board meeting.
