Background:  The Childhood Lead Poisoning Prevention Program (CLPPP) provides services to the community for the purpose of increasing awareness regarding the hazards of lead exposure, reducing lead exposure, increasing the number of children assessed and appropriately blood-tested for lead poisoning.  The CLPPP offers home visitation, environmental home inspections, and nutritional assessments to families of children found to be severly lead-poisoned.  The CLPPP provides telephone contacts and educational materials to families of lead-poisoned and lead-exposed children.  The CLPPP provides information and education to the general public, medical providers and community-based organizations.

Reason for Recommendation:  The California Department of Public Health has once again made funding available to enable County to provide direct case management for children, education to communities, families and health care providers within County's jurisdiction.  County will coordinate lead-related activities for a range of local agencies and organizations, alert the Childhood Lead Poisoning Prevention Branch (CLPPB) to new sources of lead exposure and barriers in the continuum of care and prevention, and help develop creative new strategies towards realizing a mutual vision of a healthy, lead-safe environment in which all children can achieve their full potential.  This is a three-year contract effective July 1, 2008.

The agreement is retroactive to July 1, 2008 due to late receipt of documents from State (their cover letter dated July 24, 2008).  Staff immediately processed documents in preparation for the next available Board meeting.

Action to be taken following Board approval:

-  Chairman to sign seven (7) originals of Standard Agreement face sheets;

-  Board Clerk's Office to return all signed documents to Public Health;

-  Public Health to return all signed documents to State for final signature;

-  Public Health to forward a fully executed original Agreement to the Board Clerk after receipt of same from the State.
