The Tahoe Fire and Fuels Team (TFFT) established by the California Nevada Bi-state Fire Commission, consisting of the regional fire chiefs, state parks, Tahoe Regional Planning Agency and the Nevada (basin wide) Fire Safe Council, are submitting, on behalf of El Dorado County, an application for Hazard Mitigation Grant Program (HMGP) funds through the Federal Emergency Management Agency (FEMA) that is reviewed and recommended by the California Office of Emergency Services (CA OES).  Hazard mitigation activies are aimed at reducing or eliminating future fire related damages, pursuant to this application, within the Tahoe Basin.
 
Matching funds will be supplied by private property owners and public agencies who choose to have mitigation services provided on their lands.
 
The application deadline is August 29, 2008.  The county has been requested to act as lead agency for this application because it has a FEMA approved local hazard mitigation plan.  Only an agency with plans that include Community Wildfire Protection Plans for the Tahoe Basin can sponsor the application.  Administration, implementation, infrastructure, grant reporting, accounting, contracting, permitting, project oversight and management will be conducted by a sub-grantee agency is to be determined, like the City of South Lake Tahoe, Lake Valley Fire Protection District, or the Nevada Fire Safe Council. A Memorandum of Understanding or Agreement can be drafted to specifically address the grant administration and oversight before the awarding of funds.
 
RECOMMENDATION:  Authorize Supervisor Santiago, Chairman or CAO signature on grant application.
