Fiscal Impact/Change to Net County Cost:
The cost associated with this construction project is estimated at $595,000.  Funding for this project is from Proposition 1B, in the amount of $70,000 and the Regional Surface Transportation Program (RSTP) Rural - Competitive, through the El Dorado County Transportation Commission (EDCTC), in the amount of $525,000, including $400,224 specifically dedicated in the grant for asphalt concrete overlay of Cold Springs Road and $124,776 from RSTP Exchange carryover from fiscal year 07/08. There is no cost to the County General Fund associated with this agenda item.
 
Reason for Recommendation:  
On August 19, 2008 your Board approved the Specifications and authorized advertisement for construction bids for the Asphalt Concrete Overlay of Cold Springs Road with the bid opening scheduled for September 4, 2008.
 
This is a preventative maintenance project to provide an asphalt concrete overlay on Cold Springs Road northwest of Placerville. The section of Cold Springs Road to be overlaid runs from Placerville city limits, near Woodridge Drive, to Brown's Road.  It is a 2.67 mile segment and has average daily traffic (ADT) of approximately 4,600 vehicles per day.
 
This road has a Pavement Condition Index (PCI) of 68 out of a maximum score of 100 (road in perfect condition).  In this case, an AC overlay is recommended.  DOT Maintenance personnel have completed the preparatory repair of damaged pavement to improve the road's structural condition prior to overlay.
 
Action to be Taken Following Approval:  
1. The Department will forward the approved Construction Contract to the lowest, responsive, responsible bidder for their signature.
 
2. The Department will return the signed Construction Contract, together with the required bonds, insurance, and County Counsel approval, to the Clerk of the Board for the Board Chairman's signature on the contract.
 
3. Upon receipt of the fully executed Construction Contract, the Department will issue a Notice to Proceed to the lowest responsive, responsible bidder.
