Fiscal Impact/Change to Net County Cost:  The total funding for this agreement is $77,500 for the 14 month contract.  There is no Change to Net County Cost.

 

Background:  In November 2004, California voters passed Proposition 63, the Mental Health Services Act (MHSA).  The County developed a  Community Services and Supports (CSS) plan to determine how a portion of MHSA financing would be used.  In January 2006, the Board of Supervisors (BOS) approved the three-year CSS plan for submission to the California Department of Mental Health (DMH) and the  County’s CSS plan was formally approved by the State on April 28, 2006.

 

One of the programs funded in the County’s CSS plan includes outreach and engagement for certain unserved or underserved target populations, such as Native Americans.  More specifically, the plan calls for the El Dorado County Mental Health Department (MHD) to pursue collaboration with the local Native American community for: (a) case management; and (b) developing a better understanding of the specific mental health challenges affecting Native Americans.   This contract effectuates these elements of the approved MHSA CSS Plan. 

 

The vendor will provide case management services through one (1) full-time employee (FTE) who will maintain an average of 25 open cases and work collaboratively with the County to provide mental health services to Native Americans who have serious mental illness.  Case management will assist these individuals with independence, self sufficiency, wellness and recovery, in the context of their culture. Examples of case management services include:  vocational assistance; teaching independent life skills; referrals; and accompanying clients to medical care appointments to encourage adoption of appropriate health promotion/disease prevention skills.

 

Additionally, the vendor will assist the MHD to assess local Native American’s mental health needs  by producing a report describing the mental health status of County Native Americans, accompanied by recommendations to address the issues identified and a strategic plan for carrying out those recommendations.  This work will involve accessing existing data sets from the Native American Resource Collaborative; accessing and collecting data on the target population directly and through other tribal organizations; producing recommendations to address the issues identified; and producing a strategic plan to implement the proposed recommendations.

 

Reason for Recommendation:  This program will be a component of the County’s approved Mental Health Services Act (MHSA) outreach and engagement plan for community services and supports.  Contracted services will be provided at the Shingle Springs Rancheria.

 

The term of the agreement is from May 1, 2008 to June 30, 2009.  The contract is submitted retroactively due to additional time required by the Department and the Chief Administrative Office to ensure compliance with Procurement Policy C-17 and County standard contract requirements.

 

Action to be taken following Board approval:

 

1.                     Contingent on County Counsel and Risk Management approval, Chairman will sign two (2) original Agreements.

2.                     Board Clerk’s Office to return one (1) original agreement to the MHD.

3.                     MHD to distribute as appropriate.
