Fiscal Impact/Change to Net County Cost:  The total funding for this agreement is $154,996.00 for the one year contract.  There is no Change to Net County Cost.
 
Background:  In November 2004, California voters passed Proposition 63, now known as the Mental Health Services Act (MHSA).  A local Community Services and Supports (CSS) plan was developed to determine how MHSA financing would be used in El Dorado County.  In January 2006, the Board of Supervisors (BOS) approved the three-year CSS plan for submission to the California Department of Mental Health (DMH).   The County's CSS plan was formally approved by the State on April 28, 2006 and the County presently receives MHSA funding through Agreement number #644-S0811 with California DMH.    
One of the programs identified in the County's CSS plan is a Wraparound (WRAP) program for children and transitional age youth.  Wraparound is an intensive, individualized case management process for children and adolescents with serious or complex psycho-social problems and/or emotional disturbance.  During the wraparound process a multi-disciplinary team (including family members) relevant to the specific issues affecting a child or adolescent work to collaboratively develop an individualized plan.  The Wraparound plan places a premium on deferring to a client and family member's own perceptions of needs and goals.  At the same time, generally plans are aimed at improving academic success; reducing recidivism or preventing entry into the juvenile justice system; and reducing long-term dependency on welfare systems.  
New Morning is a public benefit organization organized for charitable purposes; namely, to promote the healthy development of the children, youth, and families of the western slope of El Dorado County community through counseling, educational, and support programs.   New Morning is one of various key organizations in the county on the front lines working to address and reduce homelessness, alcohol and drug dependency in the County.  Preventing and reducing the incidence of suicide, teen pregnancy, gang involvement, incarceration and runaways are among the priorities of this organization.  The Wraparound program is one of the means by which New Morning seeks to address these issues while at the same assisting the County Mental Health Department (MHD) by serving as part of the system of mental health care delivery for county residents.
 
Reason for Recommendation:  New Morning was one of two organizations selected to implement the MHSA WRAP Program after being selected through a Request for Proposals process administered by the Purchasing and Contracts office in coordination with the MHD in June of 2006 and that process has not expired.   Approval of this agreement will allow the vendor to continue to provide services under the MHSA WRAP program to area youth and their families.
 
The contract is submitted retroactively due to additional time required by the Department and the Chief Administrative Office to ensure compliance with Procurement Policy C-17 and County standard contract requirements.
 
Action to be taken following Board approval:
 
1.      Contingent on County Counsel and Risk Management approval, Chairman will sign two (2) original Agreements.
2.      Board Clerk's Office to return one (1) original agreement to the MHD.
3.      MHD to distribute as appropriate.
