Fiscal Impact/Change to Net County Cost: There is no cost associated with submittal of the application. If the grant is awarded and the County accepts the award, there will be a commitment for matching funding.  It is anticipated that the match requirement would be met through staff administrative time, contributions from Trails Now and unexpended grant funds leftover after construction of a previous portion of the trail.  If the grant is awarded, staff will return to the Board for approval of matching funding and/or staff support.  
 
Background: The El Dorado County Trails Advisory Committee is recommending submittal of a grant application for this project, which would serve to pave a one mile long easterly extension of the El Dorado Trail from where the pavement ends at Los Trampos Dr.  to Halcon Drive in Camino Heights. Construction activities include the removal and repair of culverts, erosion control and slope protection, and the installation of an aggregate road base and asphaltic concrete trail bed.  Appropriate signage and fencing will also be installed in all areas that require such amenities.  
 
This grant would be used to finish the construction documents for this portion of the project (currently at 65%) as well as construction. An environmental document for the project has already been completed.  
 
The State-required resolution language includes delegation of authority to the Director of Facilities and Fleet Services to execute the grant agreement and any amendments; however, the Department will return to the Board for final approval of any contract documents or amendments.  
 
Reason for Recommendation: The El Dorado Trail is a multi-phased, multi-use, Class I Bikeway project that provides a continuous corridor for pedestrians, bicyclists, and equestrians.  The project is an important link in a regional trail system that spans from the foothill town of Camino in El Dorado County to the City of Sacramento.  The Trail also shares a common alignment with the nationally recognized Pony Express Trail.  It is the largest and highest priority Class I trail project in the county.  Funding for the project is available from the State Department of Parks and Recreation, Recreation Trails program.
 
Grant applications for the Recreation Trails Program (RTP) are due in to the State By October 1, 2008.
 
The resolution has been approved by County Counsel and Risk management.
 
 
Action to be taken following Board approval: Staff will file the grant application before the October 1, 2008 deadline.  If the grant application is successful, the grant contract and other grant documents will be forwarded to County Counsel and Risk Management for approval and then brought  back to the Board of Supervisors, along with the appropriate budget transfer, to give final authorization for the Director of Facilities and Fleet Services to accept the grant.  Any future grant amendments would also come back to the Board of Superviors for final approval.
