Fiscal Impact/Change to Net County Cost:  No change.
The maximum payable by the State to El Dorado County under this Contract is $2,626,000 for the three-year term of October 1, 2008 through September 30, 2011.  The California Department of Public Health has allocated $728,000 for FFY 2008-09; $870,000 for FFY 2009-10 and $1,028,000 for FFY 2010-11.  A portion of the funding is budgeted for FY 2008-09.  The remainder will be budgeted in future fiscal years.  
 
Reason for Recommendation:
The Supplemental Food Program for Women, Infants and Children (WIC) is federally funded and regulated to provide supplemental food, referral services, and nutrition education for eligible women, infants and children under the age of five.  The El Dorado/Alpine County caseload is currently 2,550 participants per month, and the Program is serving at capacity and above as permitted by the funding source.  
 
Because the WIC funding renewal application forms were not available from the State in time to obtain Board of Supervisors signature for submittal by the deadline, the Department submitted the application and required certifications with the Director's signature rather than fail to obtain funding for the continuation of WIC services.  The Department is recommending retroactive ratification of the Director's signature on said application and certifications.  Copies of the Application with certifications, Blue Route, Resolution and Contract are attached and on file with the Board Clerk.
 
Action to be taken following Board approval:
Board Clerk to provide Human Services, Community Services Division, at Briw Road, with three (3) certified resolutions, three (3) copies of the full contract 08-85437, and five (5) contract face sheets signed by the Chairman.  Human Services to distribute as appropriate and return one fully executed Contract to the Board Clerk.
