Fiscal Impact/Change to Net County Cost:
Funding for this Amendment in the amount of $150,000 will be provided through the TIM and various State and Federal Grant Funds.  There is no cost to the County General Fund associated with this agenda item.
 
Reason for Recommendation:
On January 9, 2007, your Board approved Agreement for Services #AGMT 06-1294, in the amount of $75,000.  The purpose of this Amendment is to amend Article I, to revise the requirements for Task Orders and include an unanticipated grant funding provision, Article II, extend the expiration date of January 8, 2009 for one additional year, Article III, increase the not-to-exceed compensation amount by $150,000 to a total of $225,000, add a new fee schedule for the extended term, Article V Ownership of Data, add Task Order language, Article XIII Notices to Parties, change one of County's notices recipient, Article XXIII, changing County's Contract Administrator and adding Article XXVII Business License, County 's business license requirements.  
 
Concurrences:
The Purchasing Agent has reviewed this request to amend Agreement for Services #AGMT 06-1294 with CBC Surveys, Inc. and while the original contract pre-dates the competitive selection process, the Purchasing Agent concurs that an outside review of the consultant's qualifications has occurred and that it is appropriate to dispense with a competitive selection process.  CBC Surveys, Inc. ranked first in category 3B (surveying - construction staking and topography) in the Department's 2007 Engineering Services Request for Qualifications.      
 
Make findings pursuant to Article II, section 210 b (6) of the El Dorado County Charter that the ongoing aggregate of the work performed under this Amendment is not sufficient to warrant the addition of permanent staff.
 
The El Dorado County Employees Association, Local #1, has been informed of this proposed Amendment.
 
Action to be taken following Board approval:
1. The Board Chairman will sign two originals of Amendment I to Agreement for Services #AGMT 06-1294 with CBC Surveys, Inc.
 
2. The Board Clerk will forward one original of the fully-executed Amendment to the Department for further processing.
