Fiscal Impact/Change to Net County Cost: There is no change in Net County Cost, funding is available in the CSA #10 FY 2008-09 budget.
 
 
Background:  On February 12th, 2008, the Board approved item no. 21 and executed an agreement with NewPoint Group Inc. to conduct a countywide, comprehensive solid waste services review.  On March 25th, the Board approved item no. 10 and executed the First Amendment with NewPoint Group Inc., increasing compensation by $15,000 to expand the scope-of-work to include additional solid waste franchise study and analysis.
 
Reason for Recommendation:  The County of El Dorado, Cameron Park Community Service District, El Dorado Hills Community Service District and City of Placerville all currently contract with El Dorado Disposal Service Co., Inc. (the parent company is Waste Connections of California, Inc. and USA Waste of California, Inc.) for collection and disposal of solid waste.  In addition, El Dorado County contracts with Amador Disposal (parent company is Waste Connections of California, Inc.), Sierra Disposal (parent company is South Tahoe Refuse, Inc.), American River Disposal and Tahoe Truckee Disposal for solid waste service collection in the outlying areas of the southern and northern region of the County.  El Dorado Disposal Service Co. Inc. owns and operates the only Material Recovery Facility on the West Slope, which is located in Placerville.  South Tahoe Refuse owns and operates the only Material Recovery Facility on the East Slope.   
 
As the County continues to move forward with related solid waste planning, negotiations and improvements, further analysis focusing on the unique needs of El Dorado County will be required on an "as-needed" basis.  This will allow continued study in areas that need more in-depth research, and will also allow for flexibility as new and unknown issues are discovered.
 
This Second Amendment has been approved by County Counsel and Risk Management.
 
 
Action to be taken following Board approval:  Upon execution by the Chair, the Board Clerks Office will forward copies of the Second Amendment to the Environmental Management Department for distribution, encumbrance, and administration.
